I know not many non-AC members say something on this list, but I think my input would be helpful for the discussion among AC members.
"The need of having outside and independent views in ICANN leadership" has recently addressed by NomCom2 Review Implementation plan which the ICANN Board ratified in the public board meeting in Cancun. The resolution and the final report are below:

My understanding of this is NomCom Review 2 team had some concerns on many "usual suspects" occupied the NomCom Appointee seats and they preferred have more NCAs who are not Usual Suspect but indepemdent and have been away from the involvement in ICANN activities. That is the reason why now NomCom is appointing three "unaffiliated directors".
I am not sure if there is any linkage, but the recent appointees to the board, Sajid Rahman and Chris Chapman are quite unaffiliated.
I think there are some tendency that ICANN community members try to take another position after he/she stepped down from a position, which I guess brings a perspective of the limited set of people occupy the seat. However it is not so apparent. ICANN Board members have the term limit of three terms/nine years. It is actually preferred that a board members serve there longer because the experience is quite helpful for the board business. However I respect the unwritten rule that ASO Appointees better step down with two terms. Number business is integral part of ICANN as IANA operator, but very few business for Numbers there at ICANN Board. So ASO appointees are regarded quite independent from TLD business, which is precious.
