[AC-DISCUSS] section 6 review

Hello all, Saul and myself were working on suggestions to a section 6 review (Global Policy Development Process). After some interactions we thought it is time to present a draft of what could be that section. We will still need some adjustments and work. But we believe it is a start. In attach the PDF with changes records suppressed and do Word file with every track and comments. Also the presentation we will go through during the meeting. cheers
