The NomCom is also charged with appointing some members of the ALAC, ccNSO Council and the GNSO Council. The NomCom complements the other means for filling a portion of key ICANN leadership positions achieved within the SOs and ACs.

 

As per the ICANN Bylaws (Article 8, Section 8.2) Address Supporting Organization Address Council (ASO AC) is pleased to invite nominations for candidates from the "Internet Numbers Community" to run for an open seat on the ICANN NomCom 2020 as delegate of the ASO. The term for the selected delegate will be one year starting in ICANN 66 in Montreal, Canada November 2019 (read Section 8.3 for term limits)

Time Commitment for the ASO-AC NomCom Representative:

 

- The person should be able to join monthly teleconferences (typically 15:00 or 16:00 UTC). Note that the committee’s workload will increase significantly during Apr/May/June 2020 when the candidate assessment process will be at its busiest. Conference calls are held more frequently (typically weekly and the duration of the calls may last up to 3 hours) during this time.

 

- The person should be able to join (in person) 3 ICANN (66, 67 and 68) meetings and an intercessional meeting (location decided by NomCom2020). Travel support for all meetings is provided by ICANN.

 

- The person must be able to attend the NomCom selection meeting in late June 2020 during ICANN68.

 

The ICANN NomCom has a set of guidelines and procedures documents for reference that provide additional information about the work of the NomCom.

 

The ASO AC will be responsible for the selection of the delegate based on the below timeline.

 

Announcement of call for nominations for 2020 ICANN NomCom:  5 July 2019

Nomination period ends: 28 July 2019

Evaluation of nominations by the ASO AC: 28 July - 7 August 2019

Voting period by the ASO AC: 7 August - 14 August 2019

Announcement of selected delegate: 15 August 2019

No. We should not make this note imo.

 

I prefer to note what the procedure says word to word and nothing more. 

 

Term is 1 yr. If the delegate of any year is interested in doing a second term and able to, our usual process already allows them to run for a 2nd term. 

 

There may be other interested parties in the 2nd yr as well. It will just be (at the least) very awkward to ask the incumbent to stay for another year in that case. The preference over any candidate (including incumbents) can be made explicit via an e-vote of the AC. If we simply ask the incumbent we will be stopping other people to express interest to the seat, which we should not be doing.

When I read it I actually misread it as “selected”. 

 

I think either replacement is fine.  

 

But wanted to note we still have the word “elected” in the text:

- The elected person must...

- Announcement if elected delegate...

 

 

Also should we mention that while the term is 1 year, the delegate is often asked for a second year, so candidates should be able to make a two year commitment?

As per the above action item, we have to draft a text for NomCom position. I have tweaked few things from our last call and from the NomCom page.

There are few things we need to work on.

- How do we define "Internet Number Community" as it should be published as well. Currently, section 7.2 of our operating procedure defines few points.

- The current selection process suggest that we evote with all the candidates without any candidate review. I believe going through review for this position (or any position other than ICANN Board Seat 9/10) is not worth AC's time.
- Define the timeline
