The only change from Action Item 190515-02 in below text is the removal of "by email" after the secretariat in the last paragraph (last word).

As we are moving towards the implementation of Recommendation 16 (ASO should favor the use of publicly archived mailing list). We have created AC-Discuss mailing (for day to day operational discussion) and will be transitioning from "ac-coord" to "ac-discuss" mailing list in July 2019. Secretariat has moved all the existing aso-ac members and observers (after confirmation from respective organisations such as RIRs, ICANN and IANA) to "ac-discuss" mailing list.

Currently, all the members of the ac-coord mailing list have the email posting rights. ASO-AC has decided to document the observers into two categories "Observers with posting rights" and "Observers with no posting rights" on the ac-discuss mailing list. There is no restriction on the number of observers from RIRs, ICANN or IANA (as long as they are current staff members and using official email addresses) but it is requested that all (RIRs, ICANN and IANA) should notify the secretariat that who should get the posting rights, and be considered as having the authority to speak on behalf of their organisation. By default all observers will be marked as non-posting observers, only members of ASO-AC, Secretariat, NRO-EC members and ICANN Board members (elected by ASO-AC) have the posting rights.

NRO-EC members (representing RIRs), ICANN and IANA may add/remove observer (from their organisation) and request to change the posting rights of any observer (from their organisation) by notifying secretariat.
