I wouldn't get too excited about this. IMHO: It is procedurally in-error and lacking a community understanding of the result of an innocuous change. However, it is a proposed change. The single policy with the global change contains other changes which are regional only and not global. It appears that the change was mostly missed in terms of scope and impact since it was part of the large rule change package submitted.

It is currently only in the "draft" phase and will not be formally introduced to the ASO until it reaches the "recommended" stage.
