Request for ASO AC's Assistance in Preparing ICP-2 Implementation Procedures and in Updating ICP-2 to Provide a Stronger RIR Framework

Dear Members of the ASO Address Council (ASO AC) – The NRO EC has considered the AFRINIC situation at length and now seeks the ASO AC’s assistance with two tasks that should help strengthen the RIR system. 1. ICP-2 Implementation Procedures Internet Coordination Policy 2 (ICP-2) provides clear requirements for the accreditation of new RIRs, and these requirements are also applicable to the maintenance of that accreditation. However, ICP-2 lacks corresponding procedures for the validation of initial or ongoing compliance, for review of compliance, or for specific outcomes of a review process. The NRO believes that these procedures are important to the transparent operation of the overall Internet number registry system, and is therefore initiating a development process, in consultation with the Internet numbers community and ICANN. In particular, the NRO will prepare a draft of procedures, and will ask the ASO AC to review that draft, in consultation with regional communities. Upon completion of the review, the ASO AC may recommend final procedures to the NRO EC for their finalization and adoption, in consultation with ICANN (and possibly the wider ICANN community). 2. Strengthening ICP-2 The NRO EC also believes that provisions of ICP-2 require strengthening in order to better represent the accountability of the RIR system to the Internet community. To this end, the NRO EC asks that the ASO AC establish and manage a process to update ICP-2 in the 2024 / 2025 timeframe. The update process should include developing an initial draft of the updated ICP-2 proposal, and a consultative process by which the the update can be reviewed in each of the RIR communities. The ASO AC would incorporate feedback from these consultations to produce a cohesive consensus update to ICP-2 for recommendation to the NRO EC for their finalization and adoption, in consultation with ICANN (and possibly the wider ICANN community). We hope the above requests are clear and would welcome any questions and/or would be happy to review with the ASO AC at a future meeting if desired. Dear ASO AC I’m attaching minutes of last week teleconference for your review. New Action Item 240110-1: Hervé C., Nicole C., Ricardo P., and Esteban L. to prepare a first version of the agenda for the Montevideo meeting and share it on the mailing list so it can then be consolidated with any additional information received with the documents from the legal team. New Action Item 240110-2: Hervé C. to ask the Secretariat to confirm with the EC what the travel policies for ASO AC representatives are for 2024 in each individual region. New Action Item 240110-3: The Interview Committee (IC) to report back to the mailing list on a proposed timeline / dates for special meetings to discuss the ICANN Board Seat 9 election. New Action Item 240110-4: The ASO AC to review the 2023 ASO Work Plan Review that was shared via the mailing list. If no comments are received within seven days, the 2023 ASO Work Plan Review will be considered approved. New Action Item 240110-5: The ASO AC to review the 2024 ASO Work Plan that was shared via the mailing list. If no comments are received within seven days, the 2024 ASO Work Plan will be considered approved. New Action Item 240110-6: Kevin B. to include a line re the closed sessions in the 2023 Transparency Review and circulate the new version of the document on the ASO AC mailing list, then share the original MS Word docs with the Secretariat so they can be posted to Confluence. The ASO AC to review the 2023 Transparency Review shared via the mailing list, including attendance records and personal information. If no comments are received within seven days, the 2023 ASO Transparency Review will be considered approved. Action item 20230911-1: As soon as the period for candidate acceptance closes (15 December), the ASO AC to set up times for special meetings for deliberating after the last round of interviews with the candidates to the ICANN Board. ONGOINGAction item 20230911-3: Each ICANN AC member to read and review historical documents (questionnaires, reports, etc.) related to the ICANN Board elections to obtain a better understanding of what needs to be changed.
